Is IELTS needed during the NCLEX processing application?

While there are some states that will require an IELTS, not all states in USA need it. 

The three recommended states do not need an English Proficiency exam prior to the approval for the NCLEX examination. 

Practically speaking, why would you choose those states that will require you to sit for the English examinations first. In fact, you can choose other Board of Nursing which doesn’t require the submission of English exam and still you get the approval for your NCLEX?
